The "rand Secretary proposes to raise a loan of

£3,000,000 for constructing the section of th· line

which will run for over 400 miles through the provinces

of Supel and Hunan and he opens the negotiations by

naively asking for the same terms as those which were

conceded in the recent erreement for the redemption
